§ 2-60. Appointment; compensation as fixed; civil service system created.

  • (a)

    Appointment. All officers and employees who are deemed necessary by the council and who are not otherwise provided for by law or ordinance shall be appointed as provided by the terms of the Personnel Policy Manual and the Position Classification and Pay Plan for the city adopted by the mayor and council. Hiring, discipline, and dismissal shall be carried out as described in said Personnel Policy Manual. The mayor and council shall also have authority to appoint on an interim basis, persons to fill vacancies or anticipated vacancies in the follow positions: city manager, assistant city manager, directors or heads of any city department, or other positions, and to specify compensation for such interim positions as may be commensurate with the scope of duties thereof.

    (b)

    Compensation. The mayor and council shall have sole final authority for determining and establishing salaries and pay raises for all city employees.

    The city's personnel system was established by an ordinance adopted July 5, 1976. Copies are on file in the office of the city. The system has been amended by the following:
