§ 17-21. Limitations on turning around.

It shall be unlawful for the operator of any vehicle to turn such vehicle so as to proceed in the opposite direction on any street which has been designated by ordinance as a through street or to so turn a vehicle on any other street unless such movement can be made in safety and without backing or otherwise interfering with other traffic.
